Fred L. Young (1922-2004) was the secretary of the Reorganized Church of Jesus Christ of Latter Day Saints (RLDS) for many years. Young adapted Robert’s Rules of Order for use in RLDS conferences in his book “Parliamentary Procedure in the Church.” The JCRB later adopted these as our official parliamentary procedure as a way to make sure everyone is heard in a fair, free and equitable way.
