When was the church “reorganized” and on what basis?

In April, 1853, the conference assembled at Zarahemla, Wisconsin, took action to select and ordain 7 apostles, organize Zarahemla Stake at Argyle, Wisconsin, and ordain 20 men to the office of Seventy. Briggs, in the Plaintiff’s Abstract (p. 397), also indicates that high priests were ordained. There is no reference to filling this office in either Church History or the conference minutes for the next four years. In fact, the first recorded ordination to the office of high priest in the conference minutes is when W. W. Blair is ordained to that office April 8, 1857 (CH 3:233; 5:658).
