Participation in conference is being extended to all church members.  Special provisions have been made for delegate representation by branches who wish to officially enroll.  There is no provision at this time for ex officio members.  At the point where the conference becomes completely a delegate conference, ex officio status for elders will have to be considered to remain true to Doc. & Cov. 125:7-9.
